Research and Practice of Systems Engineering Management Plan for Civil Aircraft
Systems Engineering Management Plan (SEMP) is the top-level technical plan guiding the work of systems engineering management. This article initially presents an overview of SEMP, encompassing its developmental history, significant roles, and the application in aviation industry benchmark enterprises. Subsequently, it describes and analyzes two recognized frameworks for SEMP content structure. Finally, combining the unique characteristics of civil aircraft development, an application approach for SEMP within projects is proposed, which includes a SEMP content architecture suitable for civil aircraft programs, as well as a process framework based on the PDCA (Plan-Do-Check-Act) cycle for systems engineering management activities. By leveraging SEMP to guide planning, execution, inspection and evaluation tasks, the proposal drives continuous improvement and efficiency enhancement through iterative closed-loop management in project implementation.
