RISKS IN THE FIELD OF PUBLIC-PRIVATE PARTNERSHIP AND THE MAIN WAYS TO PREVENT THEM

The article shows the main risks in the field of public-private partnership (PPP), affecting the content and quality of reproduction of public goods, including the necessary level of mobilization potential of the country, acting as a function of the overall level of modern socio-economic development. Systemic risks have been identified that have a simultaneous negative impact on the decisions and actions of representatives of both the state and private business within the framework of PPP. The risks inspired separately by the state (failures of the public sector of the economy in PPP) and separately by business (failures of the private sector of the economy in PPP) are characterized. The general directions of activity of institutional entrepreneurs who recreate inclusive institutions “from below”, as well as extractive institutions “from above”, designed in the future to ensure a high level of creative and labor motivation of all participants in the partnership in the field of reproduction, are substantiated. The key role of property rights protection in improving the efficiency of all forms and types of PPP in modern conditions has been verified.
