Optimization of Source and Storage Resource Planning that Takes into Account Both Supply Guarantee and Consumption under the Context of 'dual high' Background
With the increase of the penetration rate of new energy, it has become unrealistic for the power system with a high proportion of new energy access in the future, and the rotating backup is provided only by thermal power. In this paper, the idea of thermal power units, demand response on the load side and energy storage jointly providing rotating standby is proposed, a resource-load-storage flexibility resource planning framework is proposed, and a source-load-storage flexibility resource collaborative planning model is established that takes into account the dual goals of power supply guarantee and renewable energy consumption. Finally, based on the 8760h data of the municipal power grid, the simulation studies that the curtailment rate gradually increases with the increase of the installed capacity and penetration rate of new energy, and the curtailment rate can be effectively reduced through the flexible resources of source-load-storage, and it shows that when the penetration rate of new energy is less than 40.7%, the local thermal power units and new energy units can meet the consumption of new energy only by transforming the reserve capacity under the demand response of thermal power and load side.
