Problems of Financial Activities Development Governance
M. Weber's method of ideal types was used to identify the mechanism of governance of the process of financial activity development. The construction “process-mechanism” is considered through the “prism” of the basic categories of the activity approach “Artificial-Natural” (I-E). Four ideal types of processes of activity change and the processes that cause these changes (interpreted as a mechanism of change) were identified: 1) E-E — evolutionary changes (natural processes are affected by natural influences); 2) I-E — modernisation reforms (natural processes of life and activity, which are in difficult situations, are subjected to purposeful artificial improvements); 3) I-I — processes of artificial innovative changes in activity are also affected by artificial influences (bans and partial assimilation of financial innovations); 4) E-I — socio-cultural development of activity (cultural oestestablishment of artificial innovations in finance); 4) I-E — social and cultural development of activity (cultural oestablishment of artificial innovations in finance). It is shown that the fourth type can be implemented only through the organisation of the processes of forming the sphere of financial activity, which could become a mechanism of continuous conflict-free development of financial activity. In this case, the "sphere of activity" is understood as a concept developed in the 1970s in the Moscow Methodological Circle (MMC) under the leadership of G.P. Shchedrovitsky. To make the formation of the sphere of financial activity possible, an adequate (complexity of the task) development subject and a development strategy designed for several decades are required. It is shown that in methodological terms the task of development governance of any activity has been already solved. The problem is in the practical organisation of conditions for the formation of the corresponding spheres of activity.
