The Impact of Tax Policy of the Russian Federation in Modern Conditions on the Functions of Taxes
Tax policy is a derivative of the society economic model. The purpose of the our study is to develop scientific foundations for the impact of tax policy on traditional functions of taxes, allowing to determine the conditions, causes, factors and elements that can form scientific and practical proposals for its further development, taking into account the current political and economic situation. The Russian tax system has remained stable for a quarter of a century, the elements of taxation were predictable, and the level of tax burden on individuals, small and medium businesses was low compared to the global level. The sanctions policy of unfriendly countries has changed the directions of foreign economic activity of our country and the structure of its economy. Finance, as an economic category, is a fundamental and stabilizing factor, and at the same time, a derivative of the economic system. Monetary and fiscal policies have predictably begun to change in the direction of meeting the primary needs of the state. Consequently, taxes as the main source of revenue for the consolidated federal budget have begun to be reformed, which in turn changes the role and importance of tax functions at the present stage. In theory and practice, there is a high theoretical-methodological and methodical uncertainty regarding the functions of taxes in transition periods. In this context, their study in the modern aspect is relevant. The research methodology is based on the theoretical analysis of the main scientific provisions for the formation of tax functions. Scientific research, statistical data, and analytical reviews served as the information and empirical basis for the study. The object of observation is the functions of taxes at the present stage. Scientific novelty lies in the formation of the author's conceptual approach to the functions of taxes, and the imperatives of the emergence of economic problems caused by the reform of the tax system and tax policy have been identified. The study showed the need for further improvement of the elements of the tax system to ensure economic growth and development.
