The Practice Path of Participatory Community Governance from the Perspective of Asset-Oriented—Based on a Case Study of the “Community Partner” Project
Participatory community governance has always been the focus of grassroots reform in recent years, and how to scientifically and effectively promote the participation of multiple subjects in community governance and optimize the grassroots governance system has become an important topic in the academic circles. Through an in-depth investigation of the “Community Partner” project in District X and B Street, and focusing on the asset-based perspective, it is found that the excavation and construction of community assets is an important structural condition for residents and community organizations to participate in community governance. In order to deeply understand how community assets can achieve participatory governance, this paper uses a three-dimensional analytical framework of “social capital-subject cooperation-internal orientation” to explain the process of community participation in the process of community asset construction and the reconstruction of the grassroots power system. At the same time, it emphasizes the important role of political assets as “guides” in incubating intangible community assets in the stranger community.
