The institutional environment is studied as a determining factor in the development of the public services system in territorial communities of Ukraine in the context of ensuring food and social security. Taking into account the challenges caused by decentralization, war and socio-economic instability, the role of local government bodies, educational, medical, social and logistical institutions in the formation of a sustainable environment is analyzed.
