SUSTAINABLE DEVELOPMENT STRATEGIES FOR HIGHER EDUCATION INSTITUTIONS: IMPLEMENTATION AND ADAPTABILITY UNDER MARTIAL LAW

This paper explores the strategic foundations of sustainable development for higher education institutions (HEIs) in Ukraine during a time of martial law and ongoing military conflict. The urgency of the study is driven by the need for Ukrainian universities to remain operational, competitive, and resilient despite the devastating impacts of war, including population displacement, a shrinking applicant pool, financial instability, and psychological stress among faculty and students. The research highlights that Ukrainian HEIs are facing unprecedented challenges in ensuring institutional resilience, maintaining educational quality, and adapting their strategic priorities to wartime realities. The concept of resilience is presented not only as the ability to withstand external shocks but also as an institutional capacity for transformation and renewal under crisis conditions. The study underlines the necessity of adaptive planning and strategic flexibility to maintain continuity of educational services, research activities, and international cooperation. The paper provides a detailed analysis of admission trends from 2020 to 2024, using data from Dnipro State Technical University and National Technical University “Dnipro Polytechnic” as case studies. The analysis reveals a significant decline in fulfillment of licensed student quotas, indicating structural problems that existed even before the war but have been exacerbated by the conflict. Factors such as the appeal of military exemptions through university enrollment, increasing support for veterans and their children, and diversification of government funding are explored as elements influencing student numbers and institutional financing. Additionally, the study assesses the financial sustainability of universities under war conditions by examining payment discipline, debtor management, and cash flow structure. It proposes strategic recommendations focused on increasing competitiveness in national and international educational markets, improving institutional rankings, developing marketing management approaches, and enhancing financial resilience. The paper argues that the future recovery and development of Ukraine’s higher education system depend on universities’ ability to integrate resilience into their strategic frameworks. This includes leveraging internal potential, building partnerships, engaging in knowledge and technology transfer, and aligning institutional missions with the national agenda for post-war reconstruction and security. Ultimately, ensuring sustainability and competitiveness under martial law is not only a challenge but also a vital contribution of HEIs to the broader framework of national resilience and security.
