The Concept of a Decision Support System for Detecting Gray Mining

The problem of identifying gray mining is considered. The relevance of this topic is connected with the fact that illegal mining causes not only financial damage, but also affects the energy security of the region, causing power supply disruptions, damage to energy infrastructure, fires. Therefore, improving and increasing the effectiveness of methods to combat gray mining is an urgent task. One of such methods is the use of modern digital technologies. The analysis of methods of combating gray mining in Russia and the world is carried out. Based on the conducted research and expert assessments, the signs of gray mining were formed. The experts' assessments showed a high degree of consistency. The greatest weight was given to such signs as: industrial power consumption in the private sector or residential premises, stable high electricity consumption during the day and night, a significant change in the general household electricity costs (in the case of placement in non-residential premises of an apartment building), a significant change in the dynamics of electricity consumption in the direction of increase, the results of previous inspections gave a positive result. The least weight was given to the following signs: presence of an increased level of noise and vibration from the operation of mining equipment, low electricity consumption with a high level of heat generation (temperature measurement); presence of signs based on the results of aerial and photo survey. The methodology of formation of the check of suspicious objects on the basis of the proposed indicators is offered. The concept of the decision support system for the detection of gray mining is proposed.
