THE UNFLUENCE OF NATIONAL PRIORITIES ON THE INNOVATIVE COMPETITIVE ATTRACTIVENESS OF THE RUSSIAN REGIONS
The article suggests a methodological approach to identifying the impact of national projects on the innovative competitive attractiveness of Russian regions. This study is based on the methodology developed at the IRES RAS for measuring and evaluating the competitive attractiveness of the regions. The proposed methodology is being tested using the example of Russian regions. It is shown that the role of national projects is mainly aimed at creating conditions for the development of breakthrough innovative high-tech technologies designed to have a positive impact on the socio-economic space in future periods. Taking into account the impact of national projects on innovative competitive attractiveness, the number of regions with ratings above the average in terms of «Innovation security» has decreased. It may indicate a change in the quality of infrastructure facilities and their functional significance. At the same time, it is important to maintain the growth rate of innovation activity and create a stable foundation for the transition to high-tech industries as a key specialization of the regions.
