Formation of Patriotism as a Social Technology: Concepts, Elements, Indicators

Patriotism of the population, from a managerial point of view, serves as one of the key resources of the country's global competitiveness. The purpose of the paper is, based on an analysis of the causes of the complex socio-economic and geopolitical situation in which Russia finds itself, to identify dysfunctions in the public administration mechanism and to offer an updated interpretation of the concept of “patriotism”. The author suggests that the country does not yet have a conceptually justified, organizationally structured and methodologically equipped national system for the formation of patriotic sentiments among children and youth. The author sees the reason for this as a lack of perception of such activities as the formation of patriotism as a social technology. The use of methods of the systems-thought-activity approach allowed detecting possible elements of the system of activity for the formation of patriotism in the country. According to the author, the formation of patriotism should be considered precisely as a social technology, which means that the corresponding system of activity must be consciously designed and then technologically implemented. The perception of activities to form patriotism as a social technology contributes to its activation in order to counter the destructive effects of a number of social technologies used against Russian society by unfriendly states. One of the tasks posed in the article was the formation of a set of indicators for measuring the level of patriotism in society. The indicators actually used to assess the level of patriotism are in no way related to the essence of the phenomenon and do not reflect the real situation.
