Assessment of Employment in the Sector of Small and Medium-Sized Enterprises on the Example of the Siberian Federal District
The article presents an analysis of the development of the small and medium-sized business sector in the context of the involvement of the population of the regions. The purpose of this article is to assess the employment of the population of the Siberian regions. The research is based on a methodology for calculating the assessment of the level of entrepreneurship and the number of people employed in them. The article proposes the author's indicator — the population engagement coefficient, which shows the level of employment in the sector of small and medium-sized enterprises, the ratio of the labor force of the region and the number of people employed in the field of small business. In the course of the study, based on the proposed coefficient, the results of assessing the involvement of the population of the regions of the Siberian Federal District are presented. The article concludes about legal conflicts in the field of counting SMEs, disagreements and contradictions of normative legal acts of the same level, which negatively affects the assessment of the involvement of the population in small business and the assessment of its contribution to the country's GDP. The indicator proposed by the author can be applied by public authorities, the federal tax Service to adjust indicators to assess the strategic development of regions and employment in the small and medium-sized business sector.
