أثر الإنفاق العام على مؤشرات التوازن الداخلي والخارجي في الاقتصاد الليبي خلال الفترة

The aim of this study was to measure and analyze the relationship between public spending and indicators of internal stability (growth) and external stability (balance of payments) in the Libyan economy during the period from 1986 to 2017. The study included a theoretical section reviewing the concepts and types of public spending, economic growth, and the balance of payments. In the empirical section, the relationship between public spending and economic growth was measured, as well as the relationship between public spending and the balance of payments in Libya during the period from 1986 to 2017. A Vector Autoregression (VAR) model was used to estimate the long-term relationship between the two variables. Additionally, an Error Correction Model (VECM) was employed to estimate the short-term relationship. The study reached several findings, the most significant of which is that there is a positive relationship between public spending and indicators of internal stability (economic growth) in both the short and long term. Meanwhile, a positive relationship between public spending and indicators of external stability (balance of payments) exists only in the short term. الملخص: هدفت هذه الدراسة إلى قياس وتحليل العلاقة بين الإنفاق العام ومؤشرات الاستقرار الداخلي (النمو) والخارجي (ميزان المدفوعات) في الاقتصاد الليبي خلال الفترة (1986-2017) قد تناولت الدراسة في الجزء النظري مراجعة لمفاهيم وأنواع الإنفاق العام والنمو الاقتصادي وميزان المدفوعات. في الجانب القياسي تم قياس العلاقة بين الإنفاق العام والنمو الاقتصادي كذلك قياس العلاقة بين الإنفاق العام وميزان المدفوعات في ليبيا خلال الفترة (1986-2017) وذلك استخدام نموذج الانحدار الذاتي الموجه VAR لتقدير معالم النموذج المعبرة عن العلاقة بين المتغيرين في الأجل الطويل. واستخدام نموذج تصيح الخطأ المتجه (VCEM) لتقدير معالم النموذج المعبرة عن العلاقة بين المتغيرين في الأجل القصير، وتوصلت هذه الدراسة إلى مجموعة من النتائج كان من أهمها انه توجد علاقة طردية بين الانفاق العام ومؤشراتالاستقرار الداخلي (النمو الاقتصادي) في الاجلين القصير والطويل، بينما توجد علاقة طردية بين الانفاق العام ومؤشرات الاستقرار الخارجي (ميزان المدفوعات) في الاجل القصير فقط.
