Assessment of the Social Effectiveness of Educational Programs Using Distance Learning Technologies as a Condition for Creating Motivating Learning Environments

The existing regulatory framework allows universities to implement programs using distance learning technologies (DOT), however, the organization of administration/ training in such programs is a task that each university solves independently, based on available resources and accumulated experience. Universities are actually building new communication processes with students outside the physical environment of the university, which complicates the task of ensuring the quality of education. Therefore, feedback from students as active participants in the process is of particular importance for evaluating the effectiveness of such programs, without taking into account their opinions, it is impossible to create motivating conditions for learning. The article describes the experience of implementing programs using DOT in BSU. The results of the study aimed at assessing the learning conditions for these programs are presented. It is revealed that there are significant problems in communication between teachers and students, which are associated with the lack of uniformity in the regulations for studying materials of various courses, communication channels used by various teachers, and insufficient methodological work of materials. The proposed consultation formats are not effective and require other methodological solutions (more detailed (video content) with examples of solving tasks/completing tasks). Significant differences between students in terms of self-organization and requirements for the degree and types of control over the progress of the program are revealed. Since the level of self-organization of students is beyond the control of teachers, an effective solution can be the development of individual educational trajectories that take into account the needs of students and the level of their self-organization. The presented results can be used for discussion among methodological councils and educational programs to develop organizational and methodological solutions aimed at improving the quality of education in on-line programs.
