Research on the monitoring management model for hazardous chemical transport vehicles in Muzhailing tunnel

The Muzhailing highway tunnel is 15.2km long, with heavy traffic and a narrow and long space. If the management, monitoring and emergency response for hazardous chemical transport vehicles cannot be carried out in a timely and effective manner, there is a great safety risk. To mitigate the risks associated with the passage of hazardous chemicals transportation vehicles through Muzhailing Tunnel and ensure operational safety, this paper examined the current state of hazardous chemicals vehicle management, accident characteristics, and emergency rescue. A safety risk assessment was conducted for hazardous chemicals vehicles traversing Muzhailing Tunnel. Based on the existing rescue conditions within the tunnel, a prohibition on the passage of hazardous chemicals vehicles was proposed along with related management recommendations. It is suggested that in addition to the ban on the passage of hazardous chemicals vehicles through the tunnel, measures should be adopted from the perspectives of engineering construction, Video surveillance monitoring, dynamic tracking, and risk assessment to monitor hazardous chemicals transportation vehicles and prevent accidents. Furthermore, a contingency response mechanism for hazardous chemicals accidents in Muzhailing Tunnel was formulated based on typical hazardous chemicals accident types and emergency rescue characteristics.
