Моделювання розвитку міжнародної конкурентоспроможності ІТ-галузі України

The international competitiveness of the IT industry is critical for Ukraine's sustainable development in the context of digital globalisation. The aim of the study is to substantiate the role of the IT industry as a strategic sector of Ukraine's economy and to identify internal and external factors that influence its international competitiveness, as well as to develop a model for comprehensive assessment of the industry's competitive potential in the context of digital transformation. The study is based on the use of critical and comparative analysis, mathematical statistics and modelling methods, and the conclusions and proposals were developed using a systematic approach. The analysis revealed structural asymmetry in the development of the industry. A slowdown in the growth of Ukraine's IT sector in 2023 and its dependence on outsourcing were identified. The developed model of an integrated indicator for assessing the level of international competitiveness of the IT industry is based on six indicators: the share of IT in the country's service exports, the share of IT specialists in the employment structure, the number of IT patents per 1 million people, the volume of foreign direct investment in the IT industry, the country's position in the Global Innovation Index (inverted indicator), integration into European digital programmes, with subsequent normalisation and aggregation. The calculation of the integral indicator of the international competitiveness of the IT industry revealed a significant gap between Poland and Ukraine, which is due to the latter's low integration into innovation processes and insufficient foreign direct investment. The theoretical significance lies in the expansion of the methodology for assessing high-tech industries. The originality of the study lies in the development of a comprehensive CCI model that identifies critical areas for strengthening the competitiveness of the IT industry. Limitations include the number of indicators and comparison with only one country; prospects lie in further dynamic forecasting. The practical significance of the study lies in providing a tool for monitoring and justifying strategic decisions to support the IT sector at the state level.
