A Digital Solution for Enhancing Safety and Efficiency in Post-Disaster Restoration Workforce Management

Post-disaster reconstruction (PDR) presents unique challenges, as construction sites in these settings expose employees to heightened risks of injury and fatality. In contrast, smart cities have introduced various digital approaches for managing worker safety, a critical gap remains in real-time, large-scale personnel tracking and safety management systems specific to disaster recovery. This study addresses this gap by developing a comprehensive Android-based mobile application for dynamic construction site employee management during PDR. The system integrates real-time tracking, hazard zone geofencing, and advanced data analytics to improve workforce safety. Through features such as live entry- exit monitoring, GPS-based location detection, and customizable danger area alerts, the application enhances decision-making processes for site supervisors, enabling immediate responses to potential safety hazards. This research advances digital safety management frameworks in disaster contexts, providing a scalable, offline-capable solution that empowers timely interventions and supports critical site operations during disaster restoration.
