Research on the Dynamic Determination Method for Provincial Spinning Reserve Market Demand Considering the Intraday Inter-Provincial Spot Market Trading in China
With the formal operation of the inter-provincial spot market, China has established a dual-layer structure consisting of the inter-provincial electricity market and the provincial electricity market, which has enriched the means of ensuring power balance at the provincial level. This paper proposes a method for determining provincial reserve market demand, which takes into account the expected trading amount of the inter-provincial spot market. By combining price forecasts for the intraday inter-provincial spot market and intraday provincial spot market during the day-ahead stage, the method improves the demand determination process for the spinning reserve market in the day-ahead stage. The method also utilizes intraday spot market transactions to meet part of the incremental demand that may arise in the real-time provincial market, thus enhancing system economic efficiency. A case study based on data from a province in Northwest China demonstrates the effectiveness and feasibility of the proposed method.
