The Scope of Curriculum Decision-Making by the National Education Commission: Focusing on the National Curriculum Standards and Content

The purpose of this study is to identify and discuss the scope of decision-making by the National Education Commission regarding the national curriculum standards and content. To this end, a literature review, focus group discussions, and expert surveys were conducted. Based on a comprehensive review, this study presents the following key findings. First, further discussion is needed on including early childhood care curricula within the development scope, alongside kindergarten, elementary, and secondary education curricula. Second, the general framework should define standards for educational objectives, course organization, and time allocation, and clearly distinguish legal regulations from curriculum documents. Third, a more structured system for developing subject-specific curricula, particularly for high school, should be established. Lastly, social consensus in curriculum revisions is primarily required for educational goals and course organization, and it is necessary to ensure a balanced integration of public participation and expert input.
