Effect of Housing property Tax on Housing Sales PriceBefore and After the Tax Base Date
In the process of selling a house, the taxpayer depends on the time before and after the tax base date when the sale was completed, which is expected to affect the price of the house sale. This study analyzed the effect of the property tax policy on housing prices before and after the tax base date. The main conclusions are summarized in the following three ways. First, the fluctuations in housing prices before and after the tax base date were presented as a theoretical model from the perspective of Nash negotiations. The price fluctuations were due to the process of transferring the tax burden of the trading parties. Second, using the actual apartment transaction price data, the price change before and after the tax base date was empirically confirmed. Houses traded before the tax base date were traded at a lower price than the existing price, and the houses traded afterwards were traded at a higher price, which was consistent with the theoretical model. Third, it was confirmed that the stronger the property tax taxation, the greater the fluctuation in housing prices before and after the tax base date. The above research results and implications are expected to make meaningful academic and policy contributions.
