A Study on the Establishment and Operation of Regional Fire Agency Following the Nationalization of Firefighting Personnel
This study proposes the establishment of local fire departments to ensure independence and accountability of fire organizations and to efficiently execute administrative authority by unifying the command and control system to guarantee the safety rights of the people, and aims to present the urgency and legitimacy of the establishment Regional Fire Agency. The scope of the study was limited to the redesign of the current fire Management department into a Regional Fire Agency to unify the command system, and the research method was based on literature research including previous research papers, and press reports. The research and analysis results show that there is no Regional basis for establishing Regional Fire Agency, and the Regional Fire Agency chief has extremely limited authority to command it does not have unified command and control authority with a dual command and control structure from the fire chief and the metropolitan city/provincial governor, which limits disaster response. In conclusion, relevant laws should be enacted to establish Regional Fire Agency and convert firefighting affairs, which are legally restrictive, to national affairs. The establishment of Regional Fire Agency as special administrative agencies will secure consistency and unity in the implementation of national policies and will greatly contribute to securing the people's right to safety as stipulated in the Constitution and laws by securing unified command and control between the central and local governments.
