O rozpatrywaniu projektu ustawy przez Sejm (na tle orzecznictwa Trybunału Konstytucyjnego)

The article deals with the consideration of bills by the Sejm in the light of constitutional jurisprudence. The author points out that in view of the need to improve the quality of the legislation the obligation to consider a bill in the form of three readings cannot be treated merely formally, and that the Sejm’s autonomy does not mean arbitrariness in the shaping of the legislative process. For example, it does not follow from an analysis of constitutional norms that it is permissible to conduct each first reading at a committee meeting rather than at a sitting of the Sejm, which is justified on practical grounds. The study contains de lege ferenda proposals for the regulation of the legislative process.
