Research on the Dynamic Mechanism of Capital Going to the Countryside Promoting Rural Governance Transformation in the Background of Rural Revitalization

以何种路径实现乡村振兴，是当前农业农村领域亟待探索和深入研究的重要议题。资本下乡是新时代解决“三农”问题，实现农业农村现代化的重要助力。我国市场经济发展以来，资本下乡成为普遍趋势，资本下乡推动农村进入市场化新阶段，同时这种市场化使得社会力量得以更多地参与到农村秩序中，重塑乡村治理的秩序格局。资本下乡通过参与农业生产、土地流转、人才培养和农村建设等方式，以资本化运作方式经营治理村庄，在农业农村现代化过程中发挥重要作用。资本下乡通过将企业的先进管理模式和方法融入村治实践之中，使村治向经营性治理转型，重塑政府、企业和农民在农村秩序中的关系结构，以产业振兴、农民受益为目标，对推动乡村振兴战略的实现产生重要作用。本文试图从资本下乡推动村治转型的动力机制角度进行分析，探索乡村振兴背景下村治转型以实现农业农村现代化的可行路径。How to achieve rural revitalization through which path is an important issue that needs to be explored and deeply studied in the current agricultural and rural fields. Capital going to the countryside is an important force to solve the “three rural issues” and achieve modernization of agriculture and rural areas in the new era. Since the development of the market economy in China, capital going to the countryside has become a common trend. Capital going to the countryside has pushed rural areas into a new stage of marketization, and this marketization has enabled more social forces to participate in rural order, reshaping the order pattern of rural governance. Capital going to the countryside participates in agricultural production, land transfer, talent cultivation, and rural construction, etc., and operates and governs villages in a capitalized way, playing an important role in the modernization of agriculture and rural areas. Capital going to the countryside integrates the advanced management models and methods of enterprises into village governance practices, promoting the transformation of rural governance towards managing governance, reshaping the relationship structure among the government, enterprises, and farmers in rural order, and aiming at industrial revitalization and farmers’ benefits, which plays an important role in promoting the realization of the rural revitalization strategy. This paper attempts to analyze from the perspective of the dynamic mechanism of capital going to the countryside promoting rural governance transformation, and explore the feasible path for rural governance transformation to achieve modernization of agriculture and rural areas in the background of rural revitalization.
