On Improving the National System of Public Administration Institutions to Achieve the Practical Tasks of the Nootransition

The article raises the issue of the need for a deep structural transformation of the national system of public administration (NSPA) institutions in the context of rapidly developing scientific and technological progress and the beginning of the nootransition – a shift to a new stage of civilizational development based on knowledge, knowledge-intensive material production and associative interaction. The author draws the readers’ attention to the obvious failure of the neoliberal paradigm that has shaped the global economic architecture for decades. He acknowledges that the existing model of global development, embodied, among other things, in the UN Sustainable Development Goals, despite its scale, suffers from internal inconsistency and rootedness in a paradigm that has lost its relevance. The author emphasizes the need to create a full-fledged scientific and analytical institute in Russia capable of providing systemic support for management decisions adequate to the challenges of the nootransition. The Coordination and Analysis Center for Research on Problems of Societal Transformation (CAC RPST RAS) can become such an institute, formed as part of the Russian Academy of Sciences with the participation of leading scientific and public organizations, including the Free Economic Society of Russia and the S. Y. Witte Institute for New Industrial Development. It is concluded that without the formation of a powerful analytical platform capable of collecting, interpreting and transforming data into management decisions, it is impossible to ensure high-quality implementation of national development goals and a fitting response from Russia to global challenges. The management of the nootransition must become a conscious and controlled process, that is the key to future sustainable social development.
