Safety Key Elements and Performance Indicators Analysis of LNG Receiving Stations Based on AHP
With the gradual increase of Liquefied Natural Gas (LNG) in the global energy mix, the safe operation of LNG receiving terminals has become the focus of research. This study aims to identify and assess the safety key elements and performance indicators of LNG receiving terminals through the Analytic Hierarchy Process (AHP), and constructs an evaluation model covering multi-level safety indicators with integrity and barrier management as the core. The specific method is to first determine the key safety elements through literature review and expert interviews, and then apply the AHP method to assign weights and prioritize these elements to ensure the scientific and practicality of the evaluation system. It is found that the safety management level of LNG receiving stations can be significantly improved and the risk of accidents can be reduced by analyzing the precise safety elements and performance indicators, which is of great theoretical and practical value for improving the safety performance of LNG receiving stations. Accident cost savings have increased from $1 million to $5 million year on year. In addition, the results of the study can provide scientific basis for related policy making and revision of safety standards, thus promoting the safety management level of the whole industry to move forward.
