The article attempts to characterize the problematic aspects of implementing the fiscal function as one of the key functions within Ukraine's customs policy and to identify the risks that lead to a negative financial outcome for the country's budget. The essence of the concept of customs policy is characterized, its role in managing exportimport operations is described. The share in the formation of state budget revenues, which ensures the activity of the fiscal function of customs, is determined and illustrated. The key factors influencing the formation of revenues from the activities of the customs service are analyzed. The impact of internal and external factors hindering the sustainable development of the fiscal function during the state of war in the country is analysed. A monitoring of customs payments in dynamics over the period of 2022–2024 is conducted, which allows for relevant conclusions based on empirical research. The influence of tax incentives on the efficiency of customs revenues resulting from the foreign economic activity of economic entities is highlighted. As a result of the work carried out, potential risks arising in the process of administering the fiscal function in the context of customs policy are described. The existing fiscal efficiency of customs payments during 2022–2024 is substantiated. It is recommended to take immediate measures to prevent risks that will cause problems in the administration of the fiscal function.
