МЕТОДИКА РОЗВИТКУ ІНФОРМАЦІЙНО-КОМУНІКАЦІЙНОЇ КОМПЕТЕНТНОСТІ ОФІЦЕРІВ ТАКТИЧНОЇ ЛАНКИ УПРАВЛІННЯ У СИСТЕМІ ПІДВИЩЕННЯ КВАЛІФІКАЦІЇ

Process of digitalization of all area modern information society activity in our country and other countries in the world puts forward a number of requirements for information and communication competence (hereinafter ‒ ICC) level of the specialist. And military specialist not an inclusion in this question. The information and communication technologies are used very actively by our military during their military and professional activity on the battlefield and in the rear. This scientific article substantiates the theoretical aspects of developing a methodology for the development of ICC of tactical command and control officers (hereinafter ‒ officers) in the system of advanced training (hereinafter ‒ SAT). The article analyses and summarises the scientific views and approaches of Ukrainian and foreign researchers to the definition of the concept of “methodology” and offers the author's own definition of the concept of «methodology for the developing of information and communication competence of tactical command officers in the system of advanced training». The research methodology includes analysis of scientific sources, generalisation and explanation of theoretical and practical data, as well as development of a methodology for the formation of officers' ICC. The methodology for the development of officers' ICC includes the main goals, methodological approaches, principles for its development in the SAT, its main stages, purpose, content, tasks, types of training sessions, methods, techniques, means, organisational forms of training aimed at developing the ICC of tactical command officers in the SAT. We have substantiated that the inclusion of the author's methodology in the training of officers will ensure the development of their ICC as military specialists, which in turn will provide an opportunity to deepen theoretical knowledge and develop professionally necessary qualities. We have also proved the need to develop and implement a special course «Information and communication competence of tactical command officers and its development» in the SAT of officers. The following topics are proposed to be included in the course content: Module 1: Theoretical foundations of information and communication competence. Module 2: Information and communication processes in the conditions of military professional activity of an officer. Module 3: Practical bases of application of information and communication competence in the military professional activity of an officer.
