Strategic Importance of Migration in the Staffing for the Arctic Zone of Russia

Strategic priorities in the development of the Arctic zone of the Russian Federation (hereinafter referred to as the AZRF) include ensuring a high quality of life for the population, rational use of resources, development of transport infrastructure, and providing security. On the one hand, for successful implementation of long-term guidelines, they need to be adequately staffed; on the other hand, the AZRF is characterized by a constant migration outflow and population decline. The purpose of the article is to study and assess labor migration as one of the key factors in the resource provision of the AZRF for the implementation of the adopted strategic development priorities. The analysis is based on the methodology of strategizing by Academician V. L. Quint and the concept of strategic management of labor resources by I. V. Novikova. The quantitative assessment of the sufficiency of labor migration volumes is based on calculations using the balance method of forecast indicators of the annual additional recruitment needs of the economy for qualified personnel and the volumes of incoming migration flow to the AZRF. The study proved the insufficiency of labor migration as a source of staffing for the economy of the AZRF for the purpose of implementation of the adopted development priorities. To solve this issue, migration opportunities have been identified in the following directions: real and virtual migration, as well as containment of migration. It is proposed to use strategic motivation based on the identified motivational drivers of migrants for the purpose of their long-term attraction to the Arctic zone.
