An assessment of the enabling environment for digitalization in Ghana: analysis of the policy, regulatory, and legislative instruments
This research evaluates Ghana's digital enabling environment based on the effect of policies, regulations, and legislative tools (PRL) on social development and economic performance. Employing a partial least square-structural equation modelling and cross-sectional research design, data were gathered through a Google-based questionnaire from a heterogeneous sample of professionals with different levels of education and work experience. The research validated that PRL frameworks have a positive effect on the digital enabling environment, and the latter has a positive effect on social reforms and economic development. The research also validated that the digital enabling environment partially mediates the effect of PRL on socio-economic development, showing its high degree of engagement in leveraging policy frameworks for national development. The research adds to the literature by validating essential elements of a digital enabling environment and their effect on development. While the study offers practical recommendations for advancing Ghana's digital infrastructure, some of its limitations include cross-sectional research and self-reported data. Subsequent studies can explore other drivers of digitalisation based on a longitudinal approach.
