Solutions to operate the cadastral database serving the national digital transformation program: a case study in Thu Dau Mot City, Binh Duong Province
Abstract Building and operating a cadastral database (CDB) in an effective way to serve the goal of modernizing the natural resources and environment (NRAE) sector, and the national digital transformation (DT) program is a top priority task in Vietnam. Up to June 30, 2023, Vietnam has had 455/705 district-level units that have completed building CDBs; however, the process of exploiting and operating CDBs still has many inadequacies in content and structure, support system, and regulations on operating database, etc., including Thu Dau Mot City, Binh Duong Province. With many methods (such as collecting secondary data and documents, primary investigation, data processing on a 5-level scale of Likert, and modeling method), research was carried out to generalize the theoretical basis for building and operating CDBs in Vietnam; at the same time, evaluate the status of CDB in Thu Dau Mot City, Binh Duong Province. Since then, we proposed four groups of solutions to improve the operational efficiency of CDB in the study area, including (i) strengthening policies, (ii) completing the CDB; (iii) completing tools to build and operate CDB, (iv) building 3D CDB.
