Management of intellectual capital based on the concept of decent work in educational institutions of higher education

Intellectual capital is the most important element of the country's economy as a condition for the active development of high-tech and knowledge-intensive industries. The most important source of its formation is the system of higher education, where human capital is reproduced and intellectual property capital is created. The concept of decent work, defining its most important elements and factors of development, allows creating a methodological basis for the activities of universities in managing intellectual capital. Pedagogical activities in higher education belong to the category of highly intellectual work, which places high demands not only on ensuring decent employment, social protection and observance of labor rights of workers. Of particular importance is the quality of work, opportunities for professional growth, innovation and other conditions that allow managing the human resources of the university, thus ensuring the development of its intellectual capital. The article describes a model of decent work management in higher education organizations, on the basis of which the factors, conditions and mechanisms of decent work in higher education organizations were studied using the example of regional universities of railway transport. The following conclusions were made as a result of the study. There is a positive trend in a number of decent work indicators in regional industry universities (wage growth, opportunities to participate in innovative activities, significant federal support for the education sector, etc.). At the same time, significant problems associated with human resource management in universities are revealed, including deficit labor markets, lack of influx of young specialists, non-transparent remuneration system, growth of teaching and methodological workload, etc., which create risks of inefficient use of the intellectual capital of the university. Abstract
