LABOR RESOURCES AS A GROWTH FACTOR OF SOCIO-ECONOMIC MESOSYSTEMS

Sustainable economic growth requires a systematic approach, both at the level of the entire Russian economy and at the level of individual socio-economic mesosystems. In the EMS, social problems are becoming more acute due to uneven income levels between regions, an imbalance in the level of wellbeing between regions, imbalances in the quality of labor resources formed in terms of education and science, innovative developments, and a focus on building human capital. At the same time, wages not only remain the main indicator of solvency, but also become the main driver of economic growth. This article examines the nature of the resource potential, namely the labor potential of the EMS, the factors influencing the economic growth of the region, and a model is proposed. A phase-institutional approach to human resource management in the region’s resource base system is proposed.
