A Multidimensional Analysis of Public-Private Partnerships: A Systemic Framework Approach
This research investigates the need for a comprehensive framework to analyse the political, economic, and organizational dimensions of Public-Private Partnerships (PPPs). It introduces a systemic approach and a typology that classifies PPPs according to the level of affiliation of the public partner with the target audience and its capacity to generate PPP projects. This classification includes Basic, Occurrence, Concerted and Convergent, and Prospective PPPs. The analysis of these types reveals distinct management requirements across political, organizational, and economic subsystems. For instance, Basic PPPs require managing public perception and equitable risk allocation, whereas Prospective PPPs require on-going dialogue and robust control measures. The integrated methodology provides nuanced insights into the multifaceted nature of PPPs, highlighting that effective management is context-dependent. This research offers a valuable analytical framework for academics and actionable insights for public managers to tailor strategies and enhance the success of diverse PPP initiatives. While acknowledging the limitations for future empirical validation, this study contributes to a deeper understanding of these complex public service delivery models.
