DEVELOPMENT OF SOFTWARE TOOLS FOR ASSESSING REGIONAL COMPETITIVENESS BASED ON ECONOMIC AND DIGITAL INDICATORS

The development of the digital economy calls for a rethinking of how regional competitiveness is measured, taking into account new factors such as digital maturity and technological infrastructure. This article proposes an approach for creating an integral index combining economic and digital indicators, as well as a software tool for its calculation and visualization. The architecture of the digital solution is presented, including data collection, normalization, analysis, and regional-level visualization modules. A pilot test was conducted using Russian regions, with subsequent ranking of territories. It is noted that regions with higher digital activity show a strong correlation with overall competitiveness. The article concludes on the need for regular monitoring of digital indicators as part of strategic spatial development management.
