Types and forms of smuggling of illegal migrants, goods, narcotics and their precursors into (from) the territory of Ukraine
The article examines the general concepts defined by law regarding the illegal import and movement into the territory of Ukraine outside customs control or with concealment from customs control of various items. The specified topic «Types and forms of smuggling of illegal migrants, goods and material values, narcotics and their precursors into (from) the territory of Ukraine» remains one of the most dangerous challenges of our time, which significantly affects the economic, social and national security of Ukraine. The geographical location of Ukraine at the intersection of international transport routes, its common borders with the countries of the European Union and the presence of zones of armed conflict make it an attractive region for organized criminal groups engaged in the illegal movement of people, goods and narcotics. The smuggling of illegal migrants, goods and material values, narcotics and their precursors poses a threat to compliance with Ukraine’s international obligations, economic development, public order and public health. It is worth emphasizing the problems of illicit trafficking in narcotics, which are a source of financing for terrorist organizations and organized criminal groups. Modern forms and methods of smuggling are characterized by a high level of organization, the use of the latest technologies, including e-commerce, and adaptability to changes in legislation and law enforcement response mechanisms. In this context, the need to analyze new trends in smuggling activities to improve countermeasures and ensure national security becomes particularly relevant. The study of types and forms of smuggling is important for 1) improving the legislative framework taking into account modern challenges; 2) ensuring effective border control through the introduction of modern technical means and methods; 3) developing comprehensive measures to combat organized crime involved in smuggling; 4) protecting human rights that are violated in cases of human trafficking and illegal immigration of migrants. The author notes that the study of types and forms of smuggling in Ukraine is extremely relevant for the formation of an effective system for preventing this phenomenon, strengthening law and order, and protecting the interests of the state and society, which can be implemented through a comprehensive approach (legal, organizational, technical, and international measures).
