Research on the Coordinated Development Path of Silver Economy and Population Aging—Based on the Perspective of Institutional Supply and Industrial Integration

在我国人口老龄化进程日益加快的背景下，银发经济作为承载老年群体多元需求的重要经济形态，正在成为推动高质量发展的新引擎。本文在界定银发经济内涵的基础上，系统分析了我国银发经济发展所具备的现实基础与面临的结构性困境，指出当前存在税收激励不足、供需错配严重、科技与金融支撑能力薄弱以及行业监管机制滞后等突出问题。基于此本文提出完善税收激励体系、推动科技创新与适老化改造、健全养老金融服务体系、实现产业融合与区域协同发展、强化行业标准与监管体系等协同发展路径。研究认为，推动银发经济高质量发展，不仅有助于应对老龄化带来的社会挑战，也能为实现共同富裕与社会治理现代化提供新支撑。Against the background of the accelerating process of population aging in China, the silver economy, as an important economic form carrying the diversified needs of the elderly, is becoming a new engine to promote high-quality development. On the basis of defining the connotation of silver-haired economy, this paper systematically analyzes the realistic foundation and structural dilemma faced by the development of silver economy in China, and points out that there are outstanding problems such as insufficient tax incentives, serious mismatch between supply and demand, weak support ability of science and technology and finance, and lagging industry supervision mechanism. Based on this, this paper proposes to improve the tax incentive system, promote scientific and technological innovation and aging transformation, improve the pension financial service system, realize industrial integration and regional coordinated development, and strengthen the industry standards and supervision system. According to the research, promoting the high-quality development of the silver economy will not only help to cope with the social challenges brought by aging, but also provide new support for the realization of common prosperity and the modernization of social governance.
