THE FORMATION OF INNOVATIVE INFRASTRUCTURE AS A POST OFFICE FOR THE DEVELOPMENT OF REGIONAL ENTREPRENEURIAL SYSTEMS

The article examines the current aspects of the formation of innovation infrastructure as one of the key factors in enhancing the competitiveness and transformation of regional business systems in Ukraine. Regional development is increasingly determined by the ability of territories to respond effectively to the challenges posed by both internal and external factors. In this regard, the innovation infrastructure is considered not only as a set of material and institutional elements, but also as a holistic ecosystem that provides the prerequisites for the introduction of new technologies, organisational models and knowledge. The dynamics of Ukraine's position in the Global Innovation Index (GII) for 2014–2024 is studied, which allows to clearly identify both the strengths of the national innovation system (human capital, scientific research) and systemic weaknesses (weak institutions, underdeveloped infrastructure, instability of the innovation market). Attention is focused on regional differences: innovation leaders are concentrated mainly in large cities (Kyiv, Kharkiv, Lviv), while other regions have limited resources to create effective innovation environments. The factors that influence innovation activity are identified: research expenditures, the degree of innovation implementation, sources of funding, and institutional support. At the same time, it is noted that the innovation ecosystem of Ukraine is at the stage of formation, which requires a targeted policy on the part of the state, as well as active participation of business and science. The author substantiates the need for interaction between business and state institutions as a basis for sustainable innovation development, which can ensure economic security, competitiveness and post-war recovery of the country.
