STATE SUPPORT FOR THE DEVELOPMENT OF SHEEP BREEDING: ADVANCED WORLD EXPERIENCE

The sheep breeding industry has significant potential in the Russian Federation due to the diversity of natural and climatic conditions, the presence of regions for which lamb consumption is traditional, as well as the beneficial properties of lamb. However, the sheep population in the Russian Federation is characterized by unstable dynamics, there are problems of insufficient diversity of breeds, insufficient representation of this industry in state support programs. In this regard, it is necessary to study the experience of the world's leading sheep breeding centers and assess the possibility of integrating this experience into the existing sheep breeding system in the Russian Federation. Support measures for the sheep breeding industry in the UK, New Zealand, the European Union, Ireland and a number of other countries were studied, which show a steady growth in indicators and a significant share of the world market for lamb and sheep wool. The main advantage is the consistency of the state support system, as well as the presence of active agents influencing the volumes and dynamics of state support - industry associations and farmers' associations, which allow for the formation of a more focused and targeted system and dialogue between various elements of the organizational and economic mechanism for promoting this industry. It seems necessary to analyze the balance between centralization and decentralization of this market in Western countries, the degree of involvement of analogues of ministries of agriculture.
