Methodology for evaluating innovative products, taking into account their importance and scaling potential

The article defines the role of the innovation procurement mechanism in the system of strategic objectives of the state. The specifics of its implementation are described, taking into account the features of modern innovations, the interdependence of elements and participants in the chains of creation of production and economic systems, and the requirements for their localization. An approach to providing innovative goods, works, and services is presented based on taking into account the needs of not only a specific participant, but also others in this and related value chains, as well as the scalability potential of the solution. The analysis of the European practice of using the mechanism of public procurement of innovative products, works, and services in terms of substantive and procedural criteria is presented. The proposed comprehensive methodology for evaluating innovative products within the framework of government procurement activities is described, which additionally includes determining the type of innovation by their significance and assessing the potential for scalability, which allows taking into account modern requirements for ensuring continuity, technological sovereignty and economic security.
