ORGANIZATIONAL ASPECTS OF PUBLIC ADMINISTRATION IN THE FIELD OF ECOLOGY OF THE RUSSIAN FEDERATION

The article examines the organizational aspects of public administration in the field of natural resources and ecology of the Russian Federation. It focuses on the specifics of the organizational aspects of the functioning of federal executive authorities in the context of globalization, technological progress, and digitalization. The structure, functions, main federal programs and projects are analyzed, management methods and types of activities of subordinate services and agencies of the Ministry of Natural Resources and Ecology of the Russian Federation are highlighted. A graphical scheme of digital transformation of federal executive bodies is developed when creating a state information system and an industry electronic document management system of the Ministry of Natural Resources of Russia. The provisions of the concept of a unified digital platform «GosTech» of the Ministry of Digital Development of Russia are highlighted in order to improve the efficiency of the implementation of the powers of federal bodies. The stages of the evolution of public administration in the field of ecology, starting from the formation of the Russian Federation, are considered, and key problems and economic and organizational features of the interaction of authorities are analyzed.
