Notification and informing the population about the danger

Annotation.The article briefly states that civil defense management bodies, civil defense forces, business entities and the population are notified of a threat or the occurrence of emergency situations, and this information must be provided in a timely manner, and the ways of this notification are shown. There is a complex system of functioning of the national, territorial, local automated system of centralized notification of threats or emergencies, as well as special, local and object-specific notification systems, and all of this is disclosed in this article. The state may use centrally public telecommunication networks, including mobile (mobile) communications, departmental telecommunication networks and telecommunication networks of business entities in the manner established by the Cabinet of Ministers of Ukraine, as well as networks of nationwide, regional and local radio and television broadcasting and other technical means of transmitting (displaying) information. Their main characteristics are given in the article. Automation of the process of transmitting signals and messages about threats or the occurrence of emergencies, the functioning of automated systems for early detection of emergencies and alerts at high-risk facilities are discussed separately in the article. It is shown that the State, as a guarantor, creates a system of civil protection of the country, provides humanity with central emergency warning systems and other systems, and also uses these centralized warning systems for the threat or occurrence of emergencies and uses automated systems for the early detection of dangerous emergencies. It has requirements for protecting the population from the dangerous consequences of accidents and disasters of a man-made, natural and military nature and is responsible for the functioning of signaling and loudspeaker devices and electronic information boards in settlements, as well as in places of mass presence of people, for transmitting information on civil protection issues. The warning signals are specified, it is stated that local governments install signal and loudspeaker devices and electronic information boards, and the procedure for organizing notifications about threats or emergencies and organizing communications in the field of civil protection is also described. The article describes the Surveillance and Control of the Situation and Territory: purpose, procedure for organization and implementation. It is separately described that in wartime, if there is a threat of the enemy using weapons of mass destruction or the occurrence of an emergency, the responsible authorities make a special notification and provide separate information.
