INNOVATIVE APPROACHES TO THE FORMATION OF HUMAN CAPITAL IN THE REGION
The article examines the theoretical and methodological foundations for the development of innovative human capital (IHC) in the context of regional development and the functioning of the national innovation system (NIS). It is demonstrated that the qualitative level of IHC serves as a critical condition for enhancing technological competitiveness, ensuring the stability of socio-economic systems, and intensifying innovation activities. Key parameters and levels of IHC formation–individual, corporate, and regional–are identified, along with the mechanisms of its development through the interaction of various NIS entities. The study proposes an original methodology for assessing the level of IHC based on a comprehensive approach, which includes the construction of an integral index, correlation-regression analysis of relationships between structural components of human capital, and factor analysis using the index method. Conceptual and instrumental principles underlying the effective management of IHC at the regional level are outlined. A management model encompassing educational, organizational, and territorial levels has been developed, along with a system of indicators aimed at evaluating the conditions and outcomes of IHC formation. The results are intended to create an applied toolkit capable of supporting the development of informed managerial decisions in the field of human capital formation and utilization.
