MODELING OF ECOLOGICAL AND ECONOMIC BALANCES TAKING INTO ACCOUNT A SPECIALIZED INDUSTRY OF POLLUTANT UTILIZATION

The study is aimed at further developing methodological and methodical approaches to modeling the dynamics of ecological and economic systems. This is one of the key ways to minimize the negative impact of economic activity on the environment. The paper offers a new approach to the ecological and economic management of production, focused on achieving sustainable development, which provides for a balance between production and ecological safety. The aggregate model of optimal dynamic inter-industry balances with the introduction of an auxiliary industry for the utilization of pollutants is built in the article. The aggregation method is used as a way to reduce multifactor models to simpler ones. This made it possible to analyze dynamic inter-industry balances. Mathematical analysis tools were used to study the model, including sufficient conditions for optimality and the Lagrange method. The results of the study showed that the developed model is characterized by two types of management corresponding to two different ecological and economic regimes. This finding makes it possible to adapt economic policy to different ecological and economic conditions. In addition, it was determined that the constraint on the minimum level of irreversibility of investments is equivalent to the constraint on the aggregate ecological and economic final product. An appropriate toolkit for applied analysis of the model is developed. The optimal processes are described for the developed model. It is determined that under the zero lower control constraint, the developed model has one two-tier mode (“max+min”) and one optimal multi-tier process. The research methodology is presented. It allows choosing a priority multi-tiered ecological and economic regime among the multi-tiered ecological and economic regimes, and finding a priority optimal process for it. This contributes to improving the quality of management decisions in the economy. The implementation of the research results will allow to realize the principles of sustainable development and create a foundation for the long-term prosperity of the economy.
