OPTIMIZATION OF BUDGETARY RESOURCE UTILIZATION IN ENSURING SOCIO-ECONOMIC DEVELOPMENT
The article examines the challenges of optimizing budgetary resource allocation as a key factor in ensuring the sustainable socio-economic development of the state. Under conditions of financial constraints and modern challenges such as martial law, economic crises, demographic shifts, and technological transformations, government agencies face the urgent need for rational distribution of funds. Particular attention is given to the efficient management of budget expenditures in priority sectors, including education, healthcare, social protection, and infrastructure, which form the foundation for improving public welfare. The study is based on a comprehensive approach that includes an analysis of modern concepts, statistical data, and successful case studies. Innovative approaches such as program-targeted budgeting, financial digitalization, and the use of advanced analytical tools are explored. Special emphasis is placed on international experience, demonstrating the effectiveness of implementing digital platforms to enhance spending transparency and optimize the budgeting process. It is proven that the integrated application of these methods contributes to cost savings and strengthens state oversight. The paper highlights key challenges in budget monitoring and auditing, including insufficient transparency, limited access to relevant information, and inefficient fund allocation. The necessity of improving the budgeting process is outlined through enhanced expenditure forecasting, strengthening interdepartmental cooperation, and implementing a comprehensive system for evaluating efficiency. The research findings confirm the importance of adapting international experience to national conditions. The introduction of digital technologies, expansion of oversight mechanisms, and the implementation of long-term strategies will contribute to reducing unproductive expenditures and increasing the efficiency of government programs. The article provides recommendations for adopting modern budget management methods, strengthening crisis response measures, and developing an expenditure evaluation system, which are essential for ensuring macroeconomic stability.
