ANALYSIS OF PUBLIC-PRIVATE PARTNERSHIP MODELS IN TAIWAN (PRC)
The article analyzes the model of public-private partnership (PPP) in Taiwan (China). The regional model is based on the "Act for Promotion of Private Participation in Infrastructure Projects" (PPP Act) and related regulatory acts. The paper discusses key elements of this model, including a clear definition of application areas, powers of competent authorities, diverse forms of private capital participation, and mechanisms for concluding concession agreements. Six main features of the Taiwanese model are identified: legislative definition of priority industries; two-level management system; use of five core PPP models as well as concessions; a wide range of financial incentives and tax benefits for private partners; an independent audit and public announcement system; and state regulation to protect national interests. Examples of major PPP projects implemented in the region are also provided. The analysis shows that the success of the Taiwanese model is due to a systematic approach ensuring clarity of legal regulation and balance between state and private investor interests.
