However, some operators employ improper data scraping techniques to illicitly acquire competitors’ data, which not only infringes upon others’ lawful rights and interests but also severely disrupts the fair market competition order. Consequently, it is imperative to strictly regulate such improper data scraping practices under the Anti-Unfair Competition Law to safeguard the fairness of the market environment. Nevertheless, during implementation, issues such as ambiguous legal provisions, outdated evaluation standards, and incomplete regulatory mechanisms have emerged. Therefore, it is crucial to establish a multi-party governance framework for regulation.
