Trends in implementation of the principles of good governance
The article identifies trends in the development of good governance at the local level in the EU Member States and in Ukraine from the emergence of the concept of good governance (1997) to the present day. It is established that today there are many concepts related to «good governance»: «good administration», «good management», «good public administration», «good coordination», etc. Good governance is determined by certain principles that are defined for a certain level or area of governance. Although the sets of principles of good governance change, expand and become more specific, such principles as participation, accountability, and efficiency remain unchanged and relevant. Also, the principles of good governance at the local level have been unchanged since 2007. The EU experience was analyzed and it was found that systematic work is being carried out to implement good governance in the practice of public management and administration – adoption of documents, definition of a set of implementation tools, monitoring and control, introduction of awards for best governance practices, etc. It was found that the development of tools to support good governance reflects trends in social development, such as pandemic, war, digitalization, low participation of society in governance processes, etc. Currently, dozens of tools are used in the EU to build good governance, and the issue of its development remains on the agenda of EU institutions, which indicates its great importance for sustainable development. Approaches to support good governance in Ukraine are proposed: consolidation of the concept and set of specific principles of good governance in strategic national documents; development of nationwide recommendations for state authorities and local governments on the implementation of the principles of good governance and administration; development of a national system for monitoring their implementation; introduction of relevant competitions and awards; implementation of the principles of good governance in the documents and activities of state authorities and local self-government bodies; systematic informing the public about their implementation; development of partnerships in this area; broad educational activities on the principles of good governance.
