System of precedent consolidation of integral mechanisms of the methodological service

The article is dedicated to testing the key provisions of the dissertation research carried out by L. Husarchuk toward obtaining a Doctor of Philosophy (PhD) degree on the topic "Public Policy of Transformation and Development of the Methodical Service under Conditions of Educational Decentralization in Ukraine". The article presents and conceptualises, for the first time, the system of precedent consolidation of integral mechanisms within the methodological service. The research reveals the functional doctrine of this system as one of the critically important structural elements of public policy for the transformation and development of the methodological service under the conditions of educational decentralisation in Ukraine. An innovative approach to strategic management of the educational process is developed, within the context of dynamic adaptation to contemporary challenges in pedagogical practice. The author proposes a model for the structuring and algorithmisation of methodological activity, based on an emergent synthesis of cognitive-analytical modelling, heuristic forecasting, and adaptive standardisation. The mechanisms of precedent analysis are examined within the framework of a synergetic approach, which involves leveraging the cumulative experience of methodological services to optimise educational and methodological strategies. The study identifies correlations between parameters of institutional efficiency, axiological reflection of the educational process, and differentiated transformation of normative-methodological complexes. The methodological potential of precedent consolidation of integral mechanisms is substantiated as a determinant for enhancing the operational productivity of methodological services. The proposed system is grounded in the principles of adaptive self-regulation, which draw upon cybernetic regularities of knowledge management automation, the cognitive variability of pedagogical practices, and the dynamic structuring of the competence potential of actors involved in methodological activities. The results of the research confirm that implementing the system of precedent consolidation of integral mechanisms into the methodological service fosters the integration of innovative pedagogical technologies, ensures the unification of methodological standards, and enables the realisation of emergent principles of methodological governance, whose modus vivendi encompasses the dimensions of a multi-paradigmatic educational space.
