Forming a state policy for the safe use of artificial intelligence in education

The article is devoted to the topical issue of forming a state policy to stimulate the development and safe use of artificial intelligence technologies in one of the important spheres of human activity – education. Today, a system of regulatory and instructional and methodological documents is being formed in Ukraine, which are designed, on the one hand, to stimulate the development and expand the scope of application of advanced technology, which in recent years has received a powerful impetus for development in the world, and on the other – to regulate the legal, ethical, moral and security conditions for the use of artificial intelligence technologies in practical activities, since they belong to the sphere of high risks. Studying the regulatory and methodological documents developed by the Government of Ukraine and regulating the issues of promoting the development, distribution and use of artificial intelligence systems and aimed at ensuring the responsible use of AI systems in educational activities, the authors considered the principles for the formation of a state policy for the safe use of AI in the field of education. In the course of achieving the goal set in the article, the following issues were considered: a study of the regulatory and instructional and methodological documents adopted in Ukraine that regulate the issues of promoting the development, distribution and safe use of artificial intelligence systems; the main positions of the “Instructive and Methodological Recommendations on the Introduction and Use of Artificial Intelligence Technologies in General Secondary Education Institutions” developed by the Ministry of Education and Science of Ukraine and the Ministry of Digital Affairs of Ukraine were analyzed; separate proposals were developed for the formation of a holistic state policy for promoting the introduction and safe use of AI in the activities of educational institutions of Ukraine.
