A EFETIVIDADE DO ESTATUTO DA CRIANÇA E DO ADOLESCENTE (ECA) NA PROTEÇÃO DE CRIANÇAS VULNERÁVEIS: UMA ANÁLISE BIBLIOGRÁFICA SOBRE O LAR DO BEBÊ NO MUNÍCIPIO DE PORTO VELHO/RO
This article aims to analyze the effectiveness of the protective measures applied at the Lar do Bebê in Porto Velho/RO, in light of the Statute of the Child and Adolescent (ECA), concerning the protection of children in situations of social vulnerability. The research adopted a qualitative approach, with an emphasis on bibliographic and descriptive reviews. Data collection was carried out through the analysis of official documents, literature review on the ECA, and the institutional care system. The results indicate that, although the Lar do Bebê plays an essential role in protecting at-risk children, the effectiveness of the protective measures is compromised by structural limitations and human resource shortages. The lack of adequate infrastructure, scarce financial resources, and the need for greater professional training were identified as challenges faced by the institution. However, the research also revealed that the institution has fulfilled its basic role of ensuring the protection and rights of the children under its care, as outlined by the ECA. It was found that the implementation of the ECA at the Lar do Bebê has been effective in some areas, but it faces difficulties in ensuring the full implementation of the protective policies. In order to effectively guarantee the rights of children in situations of vulnerability, it is essential to improve the institution’s structural conditions and strengthen public support policies, with greater resource allocation and professional training.
